The Committee on International Trade will discuss the preparations for the upcoming WTO negotiations, including with respect to the proposed waiver for COVID-19 vaccines intellectual property rights under the TRIPS agreement and the fisheries subsidies negotiations. The Committee will also discuss the review of the 15-point action plan on the effective implementation and enforcement of the Trade and Sustainable Development Chapters (TSD) in trade agreements. The meeting will be held on 13 July.

The Committees on Budgets and on Budgetary Control will go over the European Court of Auditors’ review on financial contributions from non-EU countries to the EU, with ECA Member François-Roger Cazala, on 12 July. These contributions are based on agreements through which non-EU countries gain access to EU programmes and activities and/or to the EU single market. In 2019, they amounted to EUR 1,9 billion, meaning 1% of the total EU revenue.

Highlights – Motor Insurance Directive: committee vote – Committee on the Internal Market and Consumer Protection

The Committee on Internal Market and Consumer Protection will vote on the provisional inter-institutional agreement on the Motor Insurance Directive, on 12 July. The amended rules aim to better protect injured people when accidents occur in any EU member state, including domestic victims of an accident caused by a driver from another EU country. They also harmonise minimum amounts of cover. Victims of accidents will also be protected if a liable party’s insurance company goes bankrupt.

At a Glance – Plenary round-up – July 2021 – 09-07-2021

During the July 2021 plenary session in Strasbourg, Parliament continued to debate and adopt Multiannual Financial Framework programmes for 2021-2027, this time finalising programmes in the justice and home affairs, fisheries and infrastructure areas. Debates on a number of Council and Commission statements were held, including on the programme of activities of the Slovenian Council Presidency, on the conclusions of the European Council meeting of 24-25 June 2021, on the Commission’s 2022 work programme, on the state of play of implementation of the EU Digital Covid Certificate Regulation, on the impact of the Covid-19 crisis in aviation, and on the 70th anniversary of the Geneva (refugee) Convention. A number of other debates were held, inter alia on the rule of law and fundamental rights in Hungary and Poland, on amendments to the Visa Information System, and on European Investment Bank activities in 2019. Members also debated international policy issues – the situation in Nicaragua, the repression of the opposition in Turkey, and the situation in Tigray, Ethiopia.

Highlights – Budget 2022: committee debate. Sustainable and smart mobility: vote – Committee on Women’s Rights and Gender Equality

The Committee on Women’s Rights and Gender Equality will go over its opinion on the EU Budget for 2022, on 12 July. Amongst other things, the draft asks for an increase in the European Institute for Gender Equality’s budget and an independent budget line to the objective dedicated to promoting gender equality in the Citizens, Equality, Rights and Values Programme. The Committee will then vote on its opinion on the Sustainable and Smart Mobility Strategy, on 13 July.

The latter highlights the need to tackle the underrepresentation of women as transport workers and the link with the gender gap in STEM and new technologies sectors.

Highlights – Intimate partner violence and custody rights: committee vote – Committee on Legal Affairs – Committee on Women’s Rights and Gender Equality

The Committees on Legal Affairs and on Women’s Rights and Gender Equality will vote on a joint report regarding the impact of intimate partner violence and custody rights on women and children, on 13 July. The draft calls on the Member States to urgently address the issue by guaranteeing the safety and economic independence to victims by means of access to specific housing, essential public services, and professional psychological support.
