Briefing – Nuclear Safety outside the EU: Proposal for a new Council regulation – 02-07-2021

In the context of the multiannual financial framework (MFF) for the 2021-2027 period, the Council has adopted Council Regulation (Euratom) 2021/948 of 27 May 2021 establishing a European instrument for international nuclear safety cooperation complementing the Neighbourhood, Development and International Cooperation Instrument – Global Europe on the basis of the Treaty establishing the European Atomic Energy Community. Regulation 2021/948 complements, but is separate from, the new Global Europe Instrument. Regulation 2021/948 replaces Council Regulation (Euratom) No 237/2014 of 13 December 2013 establishing an instrument for nuclear safety cooperation (INSC). It continues to fund the important activities carried out under the previous regulation, namely to support the promotion of a high level of nuclear safety and radiation protection and the application of effective and efficient safeguards of nuclear materials in third countries, building on the activities under the Euratom Treaty. The Committee on Development will discuss the global humanitarian and food security situation with UN World Food Programme Executive Director David Beasley, on 13 July. According to the latest Global Report on Food Crises, the number of people facing acute food insecurity and needing urgent assistance hit a five-year high in 2020. The debate will feed into the Committee’s work on an upcoming report on food security in developing countries.

High-Level Conference on the Global State of Human Right
The European Parliament and the Global Campus of Human Rights will hold the first Global State of Human Rights conference on 16 July. The event will gather MEPs, including EP Vice Presidents Heidi Hautala and Fabio Castaldo, and Maria Arena, Chair of the Subcommittee on Human Rights, EU Commissioners, Nobel Peace Prize Recipients, Sakharov Prize Laureates, Political and Security Committee Ambassadors, and representatives from international organisations, academics and stakeholders.
