The Committee on Development will discuss the global humanitarian and food security situation with UN World Food Programme Executive Director David Beasley, on 13 July. According to the latest Global Report on Food Crises, the number of people facing acute food insecurity and needing urgent assistance hit a five-year high in 2020. The debate will feed into the Committee’s work on an upcoming report on food security in developing countries.

Study – Guidelines for foresight-based policy analysis – 26-07-2021

Policy analysis examines and assesses problems to determine possible courses for policy action (policy options). In highly complex or controversial contexts, evidence-based policy options might not be socially acceptable. Here, policy analysis can benefit from a foresight-based approach, which helps investigate the issue holistically and assess considered evidence-based policy options against societal concerns. This is especially important in a parliamentary setting, as it enables analysts to consider stakeholder views and geographical concerns/differences when assessing policy options. This manual establishes the methodology for the foresight process and foresight-informed policy analysis. It offers a conceptual clarification of foresight and foresight-based technology assessment, helps enhance the transparency of foresight processes and the quality of policy analyses, offers four general guidelines for conducting trustworthy policy analysis, and, finally, provides a practical framework with six basic components for foresight-based policy analysis.

Highlights – 2022 Budget: committee debate with EU agencies in the context of the pandemic – Committee on Budgets

The Committee on Budgets will hold a debate with the EU Agencies Network Chair, Hans Bruyninckx, European Centre for Disease Control and Prevention Director, Andrea Ammon, and European Medicines Agency Director, Emer Cooke, on 14 July. The aim is to go over the agencies’ priorities, outlook and budgetary needs following the publication of the draft EU budget for 2022, and to discuss the enhanced role that the agencies have played in responding to the COVID-19 pandemic.

Highlights – A comprehensive and coordinated strategy against cancer: committee debate – Special Committee on Beating Cancer

The Special Committee on Beating Cancer will look into the draft report on “Strengthening Europe in the fight against cancer – towards a comprehensive and coordinated strategy”, on 15 July. The draft proposes concrete actions and tools in the fields of health and research, including ambitious legislative proposals to reduce tobacco and alcohol consumption, promote healthy eating and regular physical activity, and encourage vaccination against certain cancers.

In-Depth Analysis – Economic Dialogue and Exchange of Views with the President of the Council (ECOFIN) – 09-07-2021

Minister Andrej Šircelj, Minister of Finance of Slovenia, is participating in the ECON Committee in his capacity of President of the ECOFIN Council during the Slovenian Presidency (July-December 2021). In accordance with the Treaty of the Union, “Member States shall regard their economic policies as a matter of common concern and shall coordinate them within the Council”.
This briefing provides an overview of the Slovenian Presidency priorities in ECON matters, including the Council’s work relating to the implementation of the European Semester for economic coordination, notably the application of the Recovery and Resilience Facility and deepening of the Economic and Monetary Union (EMU).
